The Hague and Rotterdam have taken a decisive step towards a stronger regional film and media ecosystem. During International Film Festival Rotterdam (IFFR) 2026, Scope – formerly Talenthub Zuid-Holland – was officially launched. With this new platform, both cities join forces to bring together key industry partners to develop talent through professional practice, and foster a stronger film and media climate.

Launch of incentive scheme for international filmmakers to engage local talent

At the launch, both cities announced a joint incentive scheme to support local professionals. With an initial investment of €100,000, The Hague and Rotterdam will provide subsidies for paid work experience for film and media makers from the region. The scheme will be linked to the Netherlands Film Production Incentive of the Netherlands Film Fund. Productions filming in The Hague or Rotterdam will receive incentives to engage regional cast and crew. The pilot, currently being finalised, is set to start shortly. The joint programme helps promote the region as an attractive movie production location, where international filmmakers are invited to produce their work.

Connecting the Dutch film sector through ‘Scope’

This region is home to a diverse community of filmmakers, production companies, educational institutions, festivals and screening venues. Yet the existing support structure can be fragmented, making it difficult for makers to navigate available opportunities. ‘Scope’ connects and strengthens existing initiatives, improving collaboration between partners and creating clearer development pathways. From early talent development to matchmaking, visibility and audience reach, the talent hub aims to offer continuity across different career stages.

The initiative is driven by the sector itself, in partnership with the cities of The Hague and Rotterdam. International Film Festival Rotterdam and Filmhuis Den Haag act as sponsors of the talent hub. Together, they are shaping a robust regional network in which talent can develop in a sustained and future-proof way.

Building a strong foundation for the future of film and media in the region

By joining forces, The Hague and Rotterdam underline their shared ambition to position the region as a hub for film and media production. The combination of creative talent, established festivals, international institutions and urban diversity offers a strong foundation for both local makers and international productions.

In the coming period, filmmaker and researcher Tom Breedveld will map The Hague’s film and media sector in detail, building on earlier needs assessments and the launch of ‘Scope’. This mapping will provide an up-to-date overview of creators, educational programmes, screening venues and other key stakeholders. At the same time, The Hague and Rotterdam will explore how Scope can be connected to other municipalities and expand the current network—laying the groundwork for broader regional collaboration and a more competitive, internationally oriented film and media region.

Rotterdam and The Hague are doing this together, because talent does not stop at municipal boundaries. With ‘Scope’, we are building one regional network that supports makers at the moment it matters: when they want to gain experience on real productions and grow their careers. This way, opportunities remain within the region and talent can truly progress here.
